Title of Agenda Item: Second Reading on Ordinance Regulating Use of Cell Phones by Motor Vehicle Operators 18 Years of Age and Older.  (O-5) (R-4)

Background: On March 12, the Town Council voted 4-4 on a proposed ordinance to regulate use of hand-held and hands-free cell phones by drivers 18 years of age and older.  The ordinance as introduced carried a proposed effective date of June 1, 2012. 

Tonight, the ordinance is back before the Council for second reading.  Amendments to the proposed ordinance may also be considered this evening.  Attached are the agenda materials on this topic from the March 12 Council meeting.

Recommendations: That the Council consider this matter on second reading.  If the Council enacts the ordinance, the attached resolution would direct the Town Manager to implement a program to inform the public about the new regulations.
