Council Goal: Maintain and Improve Community Facilities and Services

Background: On May 9, 2011 the Town Council approved a Special Use Permit for the Inter-Faith Council Men's Community House Shelter, located at 1315 Martin Luther King Jr. Boulevard (In December 2011 the Orange County Superior Court dismissed a petition challenging the Council decision). On the evening of the approval of the Special Use Permit, the Council also adopted Resolution C, which requires that an advisory committee develop a Good Neighbor Plan as a mechanism to encourage communication, understanding and cooperation. The Inter-Faith Council reported to the Council on September 26, 2011 and January 23, 2012 on the progress of the Good Neighbor Plan development. Tonight, the Council receives the Good Neighbor Plan produced by the Good Neighbor Plan Advisory Committee. Council approval of the Good Neighbor Plan is required prior to the execution of the lease and sublease for the Inter-Faith Council Men's Community House Shelter site. The related Inter-Faith Council lease item is also on the Council's agenda tonight.

Fiscal Note: No fiscal impact has been determined.

Recommendations: That the Council adopt the attached Resolution to approve the Good Neighbor Plan.
