Title of Agenda Item: Consider Lease Agreements: Inter-Faith Council Community House Men's Shelter, 1315 Martin Luther King Jr. Boulevard.  (R-7)

Council Goal: Focus on Economic Development, Land Use, and Transportation for a Balanced and Sustainable Future

Background: On May 9, 2011, the Council approved a Special Use Permit for the Inter-Faith Council Community House Men's Shelter. The Special Use Permit stipulates that a Good Neighbor Plan must be approved prior to execution of the lease agreements. Please see a related item on tonight's agenda regarding the Good Neighbor Plan. If the Council approves the Good Neighbor Plan, the next step would be to execute two lease agreements related to the use of the site the Inter-Faith Council Transitional Housing Facility:
  1. Land Lease

    The first agreement to execute is a land lease with the State of North Carolina. A key provision of this document is that the land would be leased to the Town for one dollar per fifty years, with an option to renew for an additional ten years.


  1. Sublease

    The sublease would be between the Town and the Inter-Faith Council for Social Service to construct a men's shelter on the property. The sublease would also be for fifty years with an option to renew for an additional ten years. The Inter-Faith Council would share the same rights to the property as the Town.

Recommendations: That the Council adopt the attached resolution authorizing the Manager to execute the attached lease and sublease agreements following consideration of the Good Neighbor Plan.
