Petitions from the Public
Petitions will not be acted upon at the time they are presented. It shall take a unanimous vote of
the Council members present for a petition to be acted upon immediately upon its presentation.
After receiving a petition, the Council shall, by simple motion, dispose of it as follows: consideration
at a future regular meeting of the Council; or referral to another board or committee for study and
report; or referral to the Town Manager for investigation and report; or receive for information.
(Receiving does not imply approval, agreement, or consent.)

| Consideration of Northside and Pine Knolls Community Plan and Proposed Amendments to the Northside and Pine Knolls Neighborhood Conservation Districts. R-9,R-10,R-11,O-4,O-5,O-6

- Motion to adjourn Public Hearing
- Motion to adopt Resolutions A, B, and C, and enact Ordinances A, B, and C.
RECOMMENDATIONS: We recommend that the Town Council enact the attached resolutions to:
- Adopt the Community Plan;
- Establish a fee schedule; and
- Initiate a process to amend the Land Use Management Ordinance to authorize Planning Board to review Special Use Permits for Single-Family residential development in Northside and Pine Knolls.
We also recommend that the Council enact the attached ordinances to amend:
- The Northside Neighborhood Conservation District;
- The Pine Knolls Neighborhood Conservation District; and
- The Land Use Management Ordinance variance provisions for the “house size” standards of the Northside and Pine Knolls Neighborhood Conservation Districts.
We note one change to our preliminary staff recommendation: the proposed amendment to the Pine Knolls Neighborhood Conservation District Floor Area Ratio regulation was removed. We now recommend that the current Floor Area Ratio standard of .25 be maintained.

- Without objection, the Manager’s revised report and any other materials submitted at the hearing for consideration by the Council will be entered into the record
- Introduction and revised recommendation by the Manager

- Motion to enact Ordinance A.
RECOMMENDATIONS: That the Council continue the public hearing to consider additional information and receive public comment. We recommend enactment of Ordinance A, approving the rezoning request.

- Applicant’s statement regarding proposed conditions
- Motion to adjourn Public Hearing
- Motion to adopt Resolution A.
RECOMMENDATIONS: That the Council continue the public hearing to consider additional information and receive public comment. We recommend the adoption of Resolution A, approving the application with modifications to the building height and landscape buffer regulations, and with conditions, if the accompanying rezoning request is approved.
