1.  Public Forum on Town Bus Advertising Policy.   PRESENTER: Ralph D. Karpinos, Town Attorney

 
Petitions from the Public
Petitions will not be acted upon at the time they are presented. It shall take a unanimous vote of the Council members present for a petition to be acted upon immediately upon its presentation. After receiving a petition, the Council shall, by simple motion, dispose of it as follows: consideration at a future regular meeting of the Council; or referral to another board or committee for study and report; or referral to the Town Manager for investigation and report; or receive for information. (Receiving does not imply approval, agreement, or consent.)

5.  Chapel Hill 2020: Martin Luther King Jr. Blvd./Estes Drive Focus Area.  (R-3) PRESENTER: Megan Wooley, Housing and Neighborhood Services Planner II.

RECOMMENDATIONS: That the Council endorse the staff's recommendations which incorporates the meeting participants' and Planning Board recommendations and initiate the Steering Committee application process effective on October 15, 2012. 

 
6.  Options for the Future of the Chapel Hill Public Campaign Finance Program.  (O-3) (O-4) PRESENTER: Ralph Karpinos, Town Attorney

RECOMMENDATIONS: That the Council consider options identified for next steps. Attached are ordinances providing the Council the option of repealing the Ordinance establishing the program and, in the alternative, stating that the program would only be effective upon enactment of new enabling legislation.

 
7.  Response to Petition Regarding Options for Municipal Election Campaign Expenditure Regulations.   PRESENTER: Ralph D. Karpinos, Town Attorney

RECOMMENDATIONS: That the Council consider this report and provide further guidance.
