10.  Response to a Request for Expedited Review and Fee Waiver for the Southern Orange County Government Services Campus Special Use Permit Application.  (R-8) (R-9)

PRESENTER: J.B. Culpepper, Planning Director

RECOMMENDATIONS: That the Council approve the request for Expedited Review for the Southern Orange County Governmental Services Campus Special Use Permit, and waive Town fees associated with final zoning and building permit plan review applications only.

 
11.  Transmit Neighborhood Conservation District (NCD) Memorandum Options from the Land Use Management Ordinance (LUMO) Consultant.  (R-10)

PRESENTER: Megan Wooley, Housing and Neighborhood Services Planner II

RECOMMENDATIONS: That the Council adopt the attached resolution that would direct the consultant and staff to draft LUMO Infill Compatibility Standards for the Council's consideration; and recommend suspending the use of the NCD zoning overlay tool for all neighborhoods Town-wide that do not currently have NCD zoning overlay regulations until the Council has considered these draft Infill Compatibility standards.

 
12.  Accidental Alarm Management Program.  (R-11)

RECOMMENDATIONS: That the Council schedule a public hearing to receive comment on a proposed ordinance to regulate and manage alarm systems.
