Petitions from the Public
Petitions will not be acted upon at the time they are presented. It shall take a unanimous vote of the Council members present for a petition to be acted upon immediately upon its presentation. After receiving a petition, the Council shall, by simple motion, dispose of it as follows: consideration at a future regular meeting of the Council; or referral to another board or committee for study and report; or referral to the Town Manager for investigation and report; or receive for information. (Receiving does not imply approval, agreement, or consent.)
Announcements by Council members
Items of a routine nature will be placed on the Consent Agenda to be voted on in a block. Any item may be removed from the Consent Agenda by request of the Mayor or any Council Member.
2.  Approve all Consent Agenda Items.  (R-1)

3.  Amend the Budget Ordinance to Adjust Various Fund Budgets.  (O-1) (R-2)(R-3)

4.  Amend the Fee Schedule to Authorize the Town Manager to Waive Fees for Town Services in Emergency Situations.  (R-4)

5.  Amend the Land Use Management Ordinance to Comply with Enabling Legislation Regarding Board of Adjustment Provisions.  (R-5)(O-2)

6.  Schedule a Public Hearing to Amend the Boundary of the Extraterritorial Jurisdiction (ETJ).  (R-6)

7.  Adopt Minutes for the November 12, 2012 and the February 18 and April 15, 2013 Meetings.  (R-7)

8.  Update: Single-Family Stormwater Requirements.  

9.  Follow-up Report of Meeting with Dr. Judith Blau, Chapel Hill-Carrboro Human Rights Center Director on the Protection of the Rights of Migrants and Their Families.  

10.  Response to a Request for Expedited Review and Fee Waiver for the Southern Orange County Government Services Campus Special Use Permit Application.  (R-8) (R-9)

PRESENTER: J.B. Culpepper, Planning Director

RECOMMENDATIONS: That the Council approve the request for Expedited Review for the Southern Orange County Governmental Services Campus Special Use Permit, and waive Town fees associated with final zoning and building permit plan review applications only.

11.  Transmit Neighborhood Conservation District (NCD) Memorandum Options from the Land Use Management Ordinance (LUMO) Consultant.  (R-10)

PRESENTER: Megan Wooley, Housing and Neighborhood Services Planner II

RECOMMENDATIONS: That the Council adopt the attached resolution that would direct the consultant and staff to draft LUMO Infill Compatibility Standards for the Council's consideration; and recommend suspending the use of the NCD zoning overlay tool for all neighborhoods Town-wide that do not currently have NCD zoning overlay regulations until the Council has considered these draft Infill Compatibility standards.

12.  Accidental Alarm Management Program.  (R-11)

RECOMMENDATIONS: That the Council schedule a public hearing to receive comment on a proposed ordinance to regulate and manage alarm systems.

13.  Appointments to the Board of Adjustment.  

14.  Designate a Delegate and Alternate to the North Carolina League of Municipalities Annual Business Meeting.  (R-12)

15.  Designate a Delegate and Alternate(s) to the National League of Cities Annual Business Meeting.  (R-13)
