NOTE: The Council will hold its business meeting on November 25, 2013 in the Orange County Southern Human Services Center. To be consistent with the Council’s policy regarding time limits (for long meetings), the Council is planning to recess the meeting after the 10th item has concluded. They will then resume this meeting on Tuesday, November 26, 2013 at 6:00 pm in the Orange County Southern Human Services Center to consider the remaining item(s).

Petitions from the Public
Petitions will not be acted upon at the time they are presented. It shall take a unanimous vote of the Council members present for a petition to be acted upon immediately upon its presentation. After receiving a petition, the Council shall, by simple motion, dispose of it as follows: consideration at a future regular meeting of the Council; or referral to another board or committee for study and report; or referral to the Town Manager for investigation and report; or receive for information. (Receiving does not imply approval, agreement, or consent.)

4.  Award Bid for Vehicle Financing 2013-14.  (R-4)
 
5.  Authorize Application for a North Carolina Department of Transportation Pedestrian Planning Grant.  (R-5)

7.  Consider Recommendation to Execute a Letter of Intent and Purchase Agreement to Convey Town-Owned Land to the Downtown Housing Improvement Corporation for a Low Income Housing Tax Credit Project.  (R-7) PRESENTER: Loryn Clark, Interim Assistant Planning Director

RECOMMENDATIONS: That the Council adopt the attached resolution authorizing the Manager and Town Attorney to execute a Letter of Intent and Purchase Agreement to Convey Town-Owned Land to the Downtown Housing Improvement Corporation for a Low Income Housing Tax Credit Project.

 
8.  Consider Town Hall Project Follow-up.  (O-2) PRESENTER: Roger L. Stancil, Town Manager
Kenneth C. Pennoyer, Business Management Director

RECOMMENDATIONS: That the Council:
  • Accept this follow-up report on the Town Hall Renovation Project.
  • Confirm selection of project Option 2
  • Enact the attached budget ordinance amendment appropriating $860,000 of fund balance for the balance of the estimated project costs with the understanding that these funds will be reimbursed by future debt issuance.


 
9.  Consider Letter of Intent for Collection and Administrative Recycling Services with Orange County.  (R-7.1) PRESENTER: Roger L. Stancil, Town Manager

RECOMMENDATIONS: That the Council authorize the Town Manager to execute the Letter of Intent for Collection and Administrative Recycling Services with Orange County.

 
10.  Adopt and Begin Implementation Plan for Advisory Board Restructure.  (R-8)(O-3) PRESENTER: Gene Pease, Council Member

RECOMMENDATIONS: That the Council:
  • Adopt the advisory board implementation plan for Phase I and Phase II
  • Enact an ordinance effective July 1, 2014 to
    • Establish the Environmental Stewardship Advisory Board, Housing Advisory Board and Transportation and Connectivity Advisory Board
    • Sunset the Bicycle and Pedestrian Advisory Board, Public Housing Program Advisory Board, Sustainability Committee and Transportation Board
    • Update the Town code of ordinances to reflect adopted changes to the Town’s advisory board system.

Consider Proposed Central West Small Area Plan.  (R-9)(R-10)
PRESENTER: Megan Wooley, Housing and Neighborhood Services Planner II

RECOMMENDATIONS: That the Council adopt the Central West Steering Committee's proposed Central West Small Area Plan with recommended revisions and amendments, as a component of the Chapel Hill 2020 Comprehensive Plan.
